In 1983 the General Assembly of HapDongBoSu (BangBae), the second of the three denominations, had to face the issue of non-province presby which were composed of refugees from the North after the Korean War. Since no agreement could be reached, the Assembly adjourned for an unlimited period. The Assembly leaders proceeded with the reform, beginning with SuDo presby. The opponents interpreted the action as an illegitimate attempt to gain hegemony in the church and submitted “four demands.” A period of three years should be allowed for adjusting presby boundaries and for achieving a fully democratic administration of the Assembly. But the leaders of HapDongBoSu (BangBae) ignored these demands. A group within the church under the leadership of Pastor Kang Young- Suh separated from HapDongBoSu (BangBae) and founded BoSuHapDong II in 1984.
